Illinois Woman Admits to $4,600,000 IRS Refund Fraud: DOJ

A federal judge has sentenced an Illinois woman to 27 months in prison for seeking millions in fraudulent tax refunds from the IRS.

Monika Skinger pleaded guilty to one count of conspiracy to commit wire fraud and was ordered to serve three years of supervised release and pay $303,672.44 in restitution, says the U.S. Attorney’s Office for the District of Idaho.

U.S. District Court Judge Amanda Brailsford imposed the term this week.

Assistant Attorney General Colin M. McDonald of the Justice Department’s National Fraud Enforcement Division says,

“Monika Skinger engaged in a wide-ranging tax fraud scheme that flooded the IRS with fictitious financial instruments, including fraudulent checks. Skinger attempted to take millions in refunds she had no right to receive. As we did in this case, the Department of Justice will continue to unmask fraudulent actors and swiftly bring them to justice.”

She delivered at least 16 fabricated payment tools, among them checks, money orders, and vouchers, and submitted at least four false personal returns plus two false trust returns.

The requests added up to $4.6 million, and more than $1.2 million was issued.

IRS Criminal Investigation is investigating, with Trial Attorney David F. Scollan and Assistant U.S. Attorney Brittney Campbell prosecuting.

The Justice Department created the National Fraud Enforcement Division on April 7 to back President Trump’s Task Force to Eliminate Fraud, chaired by Vice President J.D. Vance.
